It is my pleasure to offer my strongest recommendation for Joseph Andreo as he is considered
for the role of Scout Executive of your council. As the Territory Director of Council Service
Territory 13 for the past two years, I have had the opportunity to observe firsthand the caliber of
leader Joe is and the meaningful impact he brings to Scouting.
Joe was hired as the Scout Executive of the Housatonic Council during a period marked by
significant challenges. The council faced mistrust stemming from previous professional
leadership, budget instability, and program deficiencies.
From the outset, Joe demonstrated poise, professionalism, and a steadfast commitment to the
values of the Scout Oath and Law. He rebuilt trust by engaging volunteers, listening carefully to
their perspectives, and working collaboratively to develop solutions. His positive attitude,
willingness to work shoulder to shoulder with volunteers, and unwavering focus on the needs of
the council and its Scouts set a new tone for the organization.
Under Joe’s leadership, the council balanced its budget, increased Cub Scout recruitment, and
revitalized its camping property through volunteer engagement and project-driven fundraising.
These outcomes were not accidental—they were the direct result of Joe’s leadership style, his
ability to inspire confidence, and his disciplined approach to organizational health.
Joe will bring that same hardworking mentality to the Coastal Carolina Council. He is an
excellent fundraiser, an innovative thinker, and a relationship-builder who understands how to
engage volunteers and community partners in meaningful ways. Your council will benefit greatly
from his broad experience within Scouting America and his forward-looking approach to mission
delivery.
As your Scout Executive, Joe will provide steady leadership, a collaborative spirit, and a deep
commitment to the mission and values of Scouting. I am confident he will make a strong and
lasting impact on the youth and communities you serve.
